Job Description:

The Contract and Compliance Review Specialist drafts and negotiates incoming and outgoing contracts and subcontracts for all sponsored projects from sponsors (external funding sources); monitors and documents sub-recipient risk and activity; and completes reporting as required (i.e., Federal Funding Accountability and Transparency Act “FFATA”). The Specialist will negotiate incoming new and renewal agreements and assess agreements to ensure compliance with federal, state, and local funding regulations and federal sponsor requirements.

Additional responsibilities will include ensuring University compliance on subject matters such as export control, research security and cross training in financial conflict of interest and other sponsor requirements.

The Specialist will communicate effectively with University personnel and administrative departments as well as external sponsors and organizations and will serve as a resource to the Office of Research and Sponsored Programs (ORSP) and researchers on policy issues. The individual filling this position will be required to exercise discretion and independent decision-making skills and function as a departmental team member.

Minimum Qualifications:

Education/Experience/Licensing:
• Bachelor’s degree inn paralegal, accounting, business law or management, or a related discipline required. J.D. or Master’s degree in related field preferred.
• Two years of experience in regulatory compliance, contract management or negotiation, cradle to grave contract management, experience with commercial contract terms, and management of subcontractor programs. An advanced related degree (i.e., JD or masters) may substitute for one year of required experience.
• Proficiency with various computer programs required (i.e., Word, Excel, Adobe Pro).
• Working knowledge of federal and state regulations affecting contracts for public organizations and universities, Federal Acquisitions Regulations (FAR), and Defense Federal Acquisition Regulations (DFAR).

• Must have the ability to, as well as meet the requirements to complete and maintain mandatory training per the University mandatory training policy pursuant to the deadlines set forth therein.
