Position Summary Information
Summary | Act as the Authorized Financial Officer for all assigned sponsored program awards including required certifications under penalty of law. Audit program expenses to be reported externally. Perform required sub-recipient/contractor monitoring. Provide executive review of award expenses with PI/faculty to assist in the financial management component of their award. As a vital connector between accounting and program staff, the grants accountant must possess the ability to visualize and comprehend varying perspectives and provide professional guidance and recommendations on grant related issues, and key financial and operational best practices. |

Principal Functional Responsibilities | Fund Management: Responsible for coordinating and performing a broad range of professional accounting duties associated with NEOMED’s accounting and financial grant operations. Ensures compliance with federal financial reporting requirements, supports daily accounting functions, and prepares financial reports for grant project managers. Provides comprehensive financial and fund management support to Principal Investigators (PIs), including training research staff, assisting with sub-recipient reporting, and guiding award re-budgeting. Serves as the Authorized Financial Official for sponsor communications when required and assists PIs with spending projections and financial decision-making. Financial Reporting: Prepares monthly, quarterly, and annual financial reports for sponsored awards in compliance with accounting standards and sponsor regulations. Serves as the Authorized Financial Official for assigned awards, certifying the accuracy of financial data in accordance with Uniform Guidance. Ensures timely submission of all internal and external reports, supports sponsor audits as a secondary liaison, and assists the Grants Accounting Director with the annual Single Audit. Sub-Recipient/Contractor Monitoring: Manages the sub-recipient due diligence process by evaluating financial and operational data and conducting risk assessments to ensure compliance with federal regulations. Designs and implements tailored monitoring procedures, including report verification, assessments, desk reviews, and data analysis. Compiles and reports sub-recipient financial information to federal granting agencies. Internal Auditing: Audit of grant expenses including Personnel Action Forms (PAFs, ePAFs, LRFs), P-card charges, invoices, and expense reports for compliance with grant budgets, sponsor, and University policy restrictions, allowability, and reasonableness. When required, certifies under penalty of law that each approved expenditure is compliant with all laws and regulations required by the sponsor. Cash Management: Manages cash flow for designated awards by reviewing and certifying sponsor invoices, including those serving as financial reports or detailing cost share. Authorizes federal drawdowns and handles related internal and external financial reporting. Policy Compliance/Maintenance: Works in conjunction with the grants accounting director in the creation and implementation of University policies related to grants accounting through investigation and training of sponsor (state and federal) and rules/regulations, accounting regulations, cost principles, and industry best practices. Other Duties: Perform other duties as assigned. |
