Position Summary Information
Summary
Direction and oversight of the procurement activity of the institution ensuring compliance with state, federal, and internal policies. Make decisions to adequately meet changing economic or business situations. Establish policies and procedures that best serve customers and maintain a high level of operational efficiencies and effectiveness in the best interest of the University. Represent the institution in external groups including Inter-University Council-Purchasing Group of Ohio and professional procurement or university business associations.
Principal Functional Responsibilities
Procurement Management: Directs procurement activities to ensure timeliness, cost-effectiveness, and customer satisfaction. Conducts financial analysis to secure best value solutions. Manages bidding, negotiation, and contract monitoring processes. Ensures compliance with regulations and policies. Processes purchase orders and managing vendor setup for tax reporting accuracy.

Procure-to-Pay Leadership: Leads initiatives for continuous improvement in procure-to-pay processes. Provides guidance on procurement practices. Reviews and recommends policy changes. Manages procurement platforms.

Team Management: Leads, trains, manages, coaches, mentors, and makes hiring, separation, and disciplinary recommendations, and conduct performance evaluations for direct reports.

Miscellaneous Duties: Represents the institution and participates at the Inter-University Council-Purchasing Group of Ohio and other professional associations. Directs the reporting of required spend details to IUC, state, and federal government entities. Performs other duties as assigned.
Qualifications
  • Bachelor’s degree in accounting, business administration, finance, supply chain management, logistics, or a related field, or commensurate experience in higher education.
  • Minimum of 5 years of experience in supply chain, finance, purchasing or operations.
  • Proficient in Microsoft Office Suite.
Preferred Qualifications
  • Knowledge of Uniform Commercial Code, contract law, Ohio Revised Code, Ohio Ethics, and Federal Acquisition Regulations and University procurement environment and programs.
  • Experience in a business office setting of a higher education or other not-for-profit organization.
  • Experience working with or knowledge of an e-procurement system.
  • Experience with Banner ERP.
Physical Requirements
Must be able to utilize a phone, computer and other office equipment.
Department Specific Information
Starting Salary Range: $76,006 - $91,131, commensurate with experience
